7592 Law on Amnesty Applications for Horizontal Transfer

With the 7592 Higher Education Law published in the Official Gazette dated 09.08.2026 and numbered 33335, and with the 14th article of the Law on Amendments to Some Laws, students who have previously been dismissed from higher education institutions and re-enroll will be able to apply for horizontal transfer to our University within the announced quotas.

APPLICATION DATE AND METHOD

Applications will be made in person by;

•  - the student themselves,
•  - their legal representative, or
•  - a person authorized with a notarized power of attorney

to the relevant academic unit of the program for which the horizontal transfer is desired.

Applications sent by mail, cargo, email, or similar means will not be accepted and will not be evaluated.

GENERAL EXPLANATIONS AND APPLICATION REQUIREMENTS

1- Horizontal transfer applications to associate and undergraduate programs within the scope of the Amnesty Law will be carried out within the framework of the quotas determined for the programs specified in the attached table. Students will not be accepted to programs not listed in the said table.

2- The program the student wishes to transfer to must have started accepting students as of the year of university entrance, and the student must meet the central placement base score requirement for the relevant entrance year of the program.

3- Students may apply for horizontal transfer to the same/equivalent or different diploma programs if they have the same type of base score as of the program's entrance year.

4- The collection and evaluation of horizontal transfer applications, the announcement of application results, and the final registration processes will be carried out by the relevant academic unit within the determined calendar.

5- For programs that provide education in Turkish, students applying for horizontal transfer to programs with a mandatory foreign language preparatory class must have successfully completed the mandatory foreign language preparatory class.

6- The horizontal transfer process to formal programs in higher education institutions will only be conducted in the 2026-2027 Academic Year. After this date, horizontal transfer processes will be carried out in accordance with the provisions of the “Regulation on Transition Between Associate and Undergraduate Programs in Higher Education Institutions, Double Major, Minor, and Inter-Institutional Credit Transfer”.

DOCUMENTS REQUIRED FOR HORIZONTAL TRANSFER APPLICATIONS 

1- Student document (e-Government document is valid.)

2- Transcript document  (e-Government document is valid.)

3- ÖSYM exam result document (document containing all score types) 

4- ÖSYM placement result document 

5- Document proving that students applying for horizontal transfer to programs with a mandatory preparatory class have been successful in the preparatory class at their previous school. (If any)
