The Muhtarlar Akademisi training program, implemented in line with the protocol signed between Burdur Governorship, Burdur Mehmet Akif Ersoy University (MAKÜ), Burdur Central Neighborhood Mukhtars Association, and Burdur Central Village Mukhtars Association, has started.
The opening of the training sessions, aimed at providing professional solutions to the social, legal, psychological, health, and administrative issues faced by mukhtars, was held at the Burdur Cultural Center.
Comprehensive training over five days
In the Muhtarlar Akademisi, training will be conducted over 5 days on the following topics:
- The duties and responsibilities of a mukhtar
- Relations with public institutions
- Use of digital tools
- Cybersecurity and protection against fraud
- First aid training
- Effective communication and protocol rules
- Current agricultural and livestock practices
- The importance of cooperatives
- Principles of pasture use
- The role of mukhtars in disaster management
- Protection of families and disadvantaged groups
- Combating violence against women
- Protection of cultural assets (Law No. 2863)
- Notification Law
- Climate change and environmental issues
- Red Crescent’s disaster, health, social aid, and youth activities
- Anti-addiction training by Green Crescent and YEDAM.
At the opening of the academy program, which will last for five days between November 24-28, 2025, the first speech was made by the President of the Central Neighborhood Mukhtars Association, Süleyman Hayta. Hayta thanked all the institutions that contributed to the preparation of the protocol and emphasized the importance of this training organized for mukhtars.
“Mukhtars are the first point where the nation meets the state”
Continuing the opening, the Head of the Mukhtars Department of the Ministry of Interior, Suna Üstüner, highlighted the critical role of mukhtars in the state-citizen relationship. Reminding President Recep Tayyip Erdoğan’s words, “Mukhtars are the state going to the nation’s doorstep,” Üstüner stated that the Muhtarlar Akademisi aims to make mukhtars more equipped and help them produce practical solutions to the problems they encounter. She noted that Burdur is the 10th province in Turkey to implement this training and wished the program to be beneficial.
MAKÜ Rector Dalgar: “We are the university that most frequently meets with rural areas”
Speaking at the program, MAKÜ Rector Prof. Dr. Hüseyin Dalgar, stating that he is also the child of a mukhtar, emphasized the importance of the mukhtar institution. Talking about the projects the university conducts with rural areas, Dalgar said, “We are pleased to contribute to this academy.”
Mayor Ercengiz spoke about the importance of updating information
Burdur Mayor Ali Orkun Ercengiz stated that it is important for mukhtars to update their information to perform their duties healthily.
“We believe the equipment of our mukhtars will be strengthened”
Burdur Member of Parliament Mustafa Oğuz said that with the academy, the communication of mukhtars with institutions will be further strengthened. Thanking all stakeholders who contributed to the preparation of the program, Oğuz stated that they are always on the side of mukhtars without any political party distinction.
Governor Bilgihan: “The mukhtar is the point where many functions of the state converge”
Making the last speech of the program, Burdur Governor Tülay Baydar Bilgihan emphasized that mukhtars are the voice of the citizen and the most important representative of the state in the field. She stated that the Muhtarlar Akademisi, implemented by the Ministry of Interior, aims for mukhtars to have the knowledge and communication skills required by the age.
Bilgihan expressed that the training should be sustainable, saying, “Our mukhtars are individuals who know both the law and customs and produce solutions to the problems they encounter in the field. These trainings need to be repeated and updated every year.” She also added that evaluation sessions will be held every day in the academy, and institution managers will listen to the requests of the mukhtars.
The first lessons started in the academy
Following the speeches, the first sessions of the program were held.
The duties and responsibilities of a mukhtar and the use of MUBİS (Muhtar Information System) were explained by the Head of the Mukhtars Department of the Ministry of Interior, Suna Üstüner.
Then, experts from the Provincial Police Department, Provincial Gendarmerie Command, Provincial Directorate of National Education, and Provincial Special Administration provided training on relations with public institutions, the use of digital tools, and cybersecurity.
The program aims for mukhtars to perform their duties more effectively, consciously, and in accordance with the requirements of the age.
